private actors alike. This phenomenon, identified under the generic name of \u201cindustrial policy\u201d, has witnessed a resurgence, first as a response to a host of crises \u2013 related to finances, health and energy \u2013 that have had an effect on economic growth and shown up the vulnerability of countries in a context of interdependence in production and trade on account of globalization, and second as an acknowledgement of the importance of externalities on national security. Decisions relating to companies\u2019 production affect the ability of states to respond to actions by third parties that may compromise their security, weakening their positions in scenarios involving international negotiation. The first is a negative investment gap (as a percentage of GDP) compared to the biggest European countries, which has been blamed for negatively impacting productivity growth. The second is a persistent positive and persistent current account balance throughout the expansion phase of the cycle. While the first phenomenon would seem to indicate structural deficits in the Spanish economy, the second suggests an improvement in competitiveness. The two phenomena are related, as the downside of a positive balance of trade is the transferral of resources to other economies, helping to reduce the deficit accrued in the past, rather than reinforcing gross capital formation in the country. I argue that the arguments for extra fiscal discipline in a monetary union are weak. The current Stability and Growth Pact (SGP) is broken. It has incredible complexity that has been built in over the years when it became clear that fiscal discipline based on the use of numerical targets does not work. As a result, it has lost credibility as a way to organize fiscal discipline. There is an urgent need of reform of the fiscal rules embedded in the SGP.In this paper I contribute to the debate by developing the principles that should guide this reform of the fiscal rules in the Eurozone. These principles are that the numerical targets should be replaced by sustainability analyses of each member countries\u2019 budget and debt prospects. In addition, I argue that the reforms should prioritize public investments by making it possible for the latter to be financed by issuing debt. Finally, I argue that any fiscal sustainability governance should be integrated with the ECB\u2019s policies regarding its holdings of government bonds. To this end, the Spanish Government has drafted the Recovery, Transformation and Resilience Plan (RTRP). The document emphasizes the key role of water in the maintenance and restoration of good ecological status. The idea is based on the fact that environment-friendly water management is needed that guarantees the resource and the ecosystem services it provides. Therefore, for the future, integrated management of water in all its forms (inland, ground, fresh, brackish, transitional and coastal waters) is necessary. It is also crucial to take into consideration the relationship between aquatic systems and the land ecosystems that depend on them.
